This is the Crazy Horse Memorial, it's a "mountain" monument under construction in Black Hills, South Dakota - visited the monument on our Sturgis adventure.
The white lines on the "mountain" is where they will be blasting to create the horse's head.
Below is what it will look like when it's finished.
